local turkish voip number

Hi,


I want to have a local VOIP number in Turkey, i couldn't found any provider which does match my expectations.

What i need is a SIP account , i don't want to pay every time i receive a call
a set-up cost or purchasing cost for the number, a yearly fee is als not a problem.

does any one have a solution for me?
